Frost line depth in Florida

The short answer

Florida publishes a code frost depth of 0 in. Florida is the clearest case in the country: its own residential code marks the frost line as not applicable, statewide. Footings have to bear below that depth, and a water service line has to sit at least six inches below it and at least twelve inches down, which in Florida works out to a minimum of 12 inches. Source: 2023 Florida Building Code, Residential, 8th Ed., Ch. 4 Foundations (R403.1.4, R403.1.4.1).

Most states leave the frost-line cell blank for local jurisdictions to fill in. Florida fills it in with NA. The Florida Building Code, Residential, marks both winter design temperature and frost line depth as not applicable across the whole state, which is a genuine published answer rather than an absence of one.

So the number that governs a Florida water service line is the general minimum: 12 inches below grade, with no frost line to sit below. That is shallow enough that the depth question in Florida is really a question about mechanical protection, tree roots and future landscaping rather than about freezing.

None of which means Florida has no winter plumbing problem. The panhandle freezes; the peninsula occasionally does. What it means is that the problem is never the buried line and always the exposed one: an outdoor shower, a pool equipment pad, an uninsulated pipe on the outside of a block wall, a well pump house.

Dates are the median: half of years cross that threshold earlier, half later. “no normal” means NOAA publishes none for that station, which at a warm station means it does not reliably get that cold. Source: NOAA NCEI U.S. Climate Normals, 1991-2020, retrieved 2026-09-09.

Across all 139 Florida stations with published normals, the median first 32°F night falls around January 6 and the median station records 0 nights a year below 20°F, which is the coldest threshold NOAA counts and a decent proxy for a hard freeze rather than a light frost. The state’s spread runs from CRESTVIEW BOB SIKES AP, where the median first freeze is November 12, to EVERGLADES CITY 5 NE at January 20.

Florida’s statewide median first freeze falls in early January and the median station records fewer than four nights a year below freezing and none at all below 20°F. The spread runs from Crestview in the panhandle, whose median first freeze is 12 November, to Everglades City at 20 January. Miami International publishes no first-freeze normal at all, which is the record’s way of saying it does not reliably freeze there.

Burial depth for a water service line in Florida

Florida's own Table R301.2(1) marks 'Winter Design Temp' and 'Frost line depth' as NA statewide, so the general IRC minimum burial depth governs, water service pipe not less than 12 inches below grade (FBC Residential §P2603.5).

Under the model rule that Florida works from, a water service line goes Water service pipe shall be installed not less than 12 inches (305 mm) deep and not less than 6 inches (152 mm) below the frost line. which puts the floor here at 12 inches. 2021 International Residential Code, Section P2603.5 (Freezing), ICC free code viewer. Your water utility may specify more for the portion of the service it owns, and the building department that issues the permit has the final say. The national picture is on how deep water lines are buried.

Common questions

Florida frost line questions

Is there a frost line in Florida?

Not as a code figure. The Florida Building Code, Residential marks frost line depth as NA statewide, so there is no frost depth for footings or water lines to clear. Buried water service piping follows the general minimum of 12 inches below grade instead.

How deep are water lines buried in Florida?

At least 12 inches, the model-code floor that applies where there is no frost line to clear. Local utilities and municipalities often require more for the service they own, and a line crossing a driveway or a planned landscaping area is usually set deeper for mechanical reasons rather than thermal ones. The frost depth is the digging number. It won’t tell you whether your pipes are at risk this winter, and the two pages that will are at what temperature pipes freeze and when pipes freeze where you live, both with a ZIP lookup. If a pipe has already split, burst pipe repair cost covers the repair and the water damage behind it, and what to do about a frozen pipe is the page to open first.

Where these numbers come from

The Florida frost figure was researched against the body that publishes it, and it’s recorded with a confidence note of “state code, verified” in our source ledger. Freeze dates are NOAA normals for stations in the state, picked by a fixed rule rather than by hand: first-order stations, spread west to east. The full method is on our methodology page.

The full method, including how we pick a station and what we do when there is not one close enough, is on our methodology page.
